Understanding the most-efficiently-beneficent ways to use free, accredited education

Research Question: 
With the existence now of education that is globally for credit for free, and the consequent potential democratization of education and health professional training that should ensue, we have an obligation to study/determine how to most beneficently and efficiently use these powerful new tools.
